Economic stimulus for the local economy

  • The ARTIC Project has funding commitments for up to $178.8 million that is targeted for the City of Anaheim stimulating the local economy.
  • Funding supports businesses that provide employment opportunities in the infrastructure and construction industry (consultants, contractors, construction workers) and is aimed to assist in revitalizing the local economy by pursuing such an investment. Wage earners that work in Orange County benefit and inevitably spend their paychecks in Orange County’s retail, hospitality, medical, educational, and housing industries.
  • Other future investment benefits include the potential off site real estate and employment benefits.

Reduced vehicle miles traveled (VMT) on freeways and arterial street systems addressing AB 32 and SB 375

The ARTIC Project supports non-motorized transportation services to event and destination centers such as The Anaheim Resort, Angel Stadium of Anaheim, and Honda Center thus potentially reducing VMT on freeways and local arterials. Reducing automobile and vehicle use to these destinations by a regional train station will assist in reduced air pollution and green house gas emissions as transit riders are able to walk to these destinations via transit.

The ARTIC Project provides a centralized location for seamless transit connections of multiple transit systems that can reduce VMT:

  • The ARTIC Project provides one location with connections to Metrolink and Amtrak services and potentially connects up to four other services: Anaheim Rapid Connection, California High-Speed Rail, Nevada California Super Speed Train and OCTA Bus-Rapid Transit.
  • It potentially provides access to the Anaheim Rapid Connection that will link The Anaheim Resort area potentially reducing, auto, bus, and shuttle VMT on local arterials.
  • It potentially provides a new commuter service to northern California, High-Speed Rail, thus potentially reducing aviation demand and travel trips, to and from the airport, reducing VMT.

LEED certification to achieve Platinum project status for The ARTIC Project

Goals and Benefits of the ARTIC Project.

  • Reduce energy consumption up to 50% through innovative materials and applications that meet or exceed Title 24 requirements as compared to standard building construction practices.
  • Reduce potable water consumption up to 30-55% as compared to standard building construction practices through new indoor/outdoor water conservation fixtures and drought tolerant landscaping.
  • Reduce storm water run off up to 50% as compared to pre-site conditions by retaining as much water as feasible on site with minimized overflows off site.
  • Reduce construction and operational waste impacts up to 80% construction waste and up to 75% operational waste reductions through recycling efforts.
  • Reduce air emissions by consolidating modes of travel through transit. Reducing CO2 emissions and green house gases in support of AB 32 and SB 375.
  • Optimize climate conditions, take advantage of sun, wind, and shading characteristics through design to optimize energy efficiency efforts.
  • Optimize landscape and open space areas for drought tolerant materials and plantings and maximize water retention and harvesting for re-use.

Provide opportunity for Transit Oriented Development (TOD) and mixed land use development

The ARTIC Project is within the City's Platinum Triangle development area and consideration is being given to preserve transit-oriented development opportunities.

  • Flexible building thresholds that benefit the ARTIC Project site. The Platinum Triangle Mixed Use (PTMU) Zoning under consideration envisions building thresholds up to:
    • 502 Dwelling Units
    • 1,500,000 Square Feet of Institutional Land Use
    • 2,202,803 Square Feet of Office Land Use
    • 358,000 Square Feet of Commercial Land Use
  • The ARTIC Project will be the initial development of this area with the following planned:
    • 15.8-Acre Site
      • Transit center and supporting facilities
        • Terminal building; 1 level
        • Civic space
        • Retail uses; 1 level
      • Bus / shuttle / taxi / kiss & ride
      • Track work and platforms
        • 1,000 ft. platforms
        • Pedestrian under/or over-crossings
      • Parking
        • Parking spaces
      • Public art
      • Access & street improvements
        • A new railroad bridge crossing Douglass Road with widening to support future High-Speed Rail.
        • Lower the grade for Douglass Road to support underground parking and continue access to Angel Stadium of Anaheim.
    • The High-Speed Rail and the Anaheim Rapid Connection (which are proposed as separate projects) will compliment the ARTIC Project and the opportunity for future mixed use infill development where proposed surface parking lots are envisioned.
    • The ARTIC Project supports the potential for optimizing the PTMU zoning and maximizing the ultimate buildout potential as identified in the above thresholds. It also supports the expanding transit service for the Nevada-California Super Speed Train along the Santa Ana River frontage.

The ARTIC Project has the potential to create a non-motorized community as it is included in the Platinum Triangle and can provide transit services to regional employment centers and destination centers thus removing the need or demand for the automobile.

The ARTIC Project has the potential of catapulting the City of Anaheim and Orange County as a globally recognized destination for its transportation system and the destinations it serves gaining economic value from regional and local transit services.
