The ARTIC Project has the potential of catapulting the City of Anaheim and Orange County as globally recognized leaders for its transportation systems and the destinations it serves.

The ARTIC Project enjoys strong community support from diverse stakeholders (residents, business owners, employers, and developers).

Economic stimulus and job creation for the local economy

  • The ARTIC Project has funding commitments for up to $183.8 million; this level of investment has great potential for stimulating the local economy.
  • Job creation – 5,000 jobs created, during and after construction.
  • Funding supports construction industry job creation (consultants, contractors, and construction workers). Wage earners who work in Orange County benefit and inevitably spend more in Orange County’s retail, hospitality, medical, educational, and housing industries.
  • Future economic benefits include Public Private Partnership (P3) opportunities in the vicinity of ARTIC, additional job creation, and increased sales tax revenue.
  • Economic benefits of The Anaheim Resort
    • The Disneyland Resort generates $4.7 billion annually for the Southern California economy. That number, from an independent economic impact study conducted last year, includes the spending from millions of guests who visit The Anaheim Resort and their impacts on the local businesses and The Anaheim Resort.
    • The Disneyland Resort also generates $255 million in taxes each year for surrounding cities, counties and the State of California. This represents hotel, sales, property and income taxes. In total, including both Theme Parks, three hotels, and Downtown Disney, The Disneyland Resort employs 21,000 cast members.
    • The Disneyland Resort also supports an additional 57,400 jobs in Southern California. This includes 1,000 jobs created from expansion efforts thus far and that number will double to 2,000 jobs by the expansion’s completion next year.

Reduced miles traveled on freeways and local streets addressing AB 32 and SB 375

The ARTIC Project enhances mobility choices to events and destination centers such as The Anaheim Resort, Angel Stadium of Anaheim, and Honda Center and can lead to reduction of miles traveled on freeways and local streets, resulting in less air pollution and green house gas emissions.

The ARTIC Project provides a centralized location for seamless transit connections of multiple systems:

  • The ARTIC Project will connect to existing Metrolink, Amtrak and OCTA bus services, and will enable connectivity to emerging transit services including: Anaheim Rapid Connection (ARC), California High-Speed Rail, and California-Nevada Super Speed Train.
  • The future ARC link at ARTIC will serve The Anaheim Resort, the Platinum Triangle and the Anaheim Convention Center.
  • The future High-Speed Rail service will offer new commuter service to northern California providing an alternative to air travel.
  • The ARTIC Project connections will reduce auto, bus, and shuttle vehicle miles traveled on local and regional streets and highways providing a critical last mile connection for transit users.
  • The City’s sports and entertainment venues have the potential to generate an additional population of 250,000 people per day, which can be served by ARTIC transit services.

Transit ridership information

  • Anaheim Station has the third highest combined Metrolink and Amtrak ridership in Orange County. Total combined ridership at the existing Anaheim Station was 527,541 in FY 2009-10.
  • Anaheim has demonstrated strong transit usage. Nearly 31 percent of the 2010 OCTA system-wide bus boardings were reported as being within the Platinum Triangle and The Anaheim Resort.
  • The ARTIC facility will connect seven existing OCTA bus lines representing approximately 17 percent (8,468,118 bus riders) of the nearly 51 million system-wide ridershipnumber reported by OCTA in 2010.

Environmental goals and benefits of the ARTIC Project:

  • Reduce energy consumption up to 50% through innovative materials and applications that meet or exceed Title 24 requirements as copared to standard building construction practices.
  • Reduce potable water consumption up to 30-55% as compared to standard building constructionpractices through new indoor/outdoor water conservation fixtures and drought tolerant landscaping.
  • Reduce storm water run off up to 50% as compared to pre-site conditions by retaining as much water as feasible on site with minimized overflows off site.
  • Reduce up to 80% construction waste and up to 75% operational waste reductions through recycling efforts.
  • Reduce air emissions by consolidating modes of travel through transit. Reducing CO2 emissions and green house gases in support of AB 32 and SB 375.
  • Increase energy efforts by taking advantage of climate conditions (sun, wind, and shading) through design and materials.
  • Optimize landscape and open space areas for drought tolerant materials and plantings; maximize water retention and harvesting for re-use.

Transit Oriented Development (TOD) opportunities

The ARTIC Project is within the City's Platinum Triangle and has the potential to create a non-motorized community. ARTIC will provide transit services to regional employment centers and destination centers thus removing the need or demand for the automobile. This community will provide other transit-oriented development opportunities.

  • Flexible building thresholds benefit the ARTIC Project site. The Platinum Triangle Mixed Use (PTMU) Zoning supports the conversion of the existing Metrolink/Amtrak station to a regional gateway center.
    • PTMU Zoning supports commercial, residential, office and institutional land uses on the ARTIC site
  • The ARTIC Project will be the initial development of this area with the following planned:
    • 15.8-acre site plus reuse of the existing 405 parking spaces at the current station
      • Transit center and supporting facilities
      • Approximate 66,000 square foot terminal building
      • Bus facility with 12 bus bays, four layover bays, and shuttle drop of area
      • Civic plaza space in front of and surrounding the terminal building
      • Retail space inside and outside of the terminal building
      • Bus / shuttle / taxi / kiss & ride pick-up and drop-off areas
      • Track work and platforms
      • Pedestrian under/or over-crossings
      • Approximately 900 parking spaces within three parking areas
      • Public art
      • Bicycle connection to the adjacent Santa Ana River Trail and on-site bicycle parking amenities
      • Access and street improvements
        • New railroad bridge crossing Douglass Road
        • Lowered and widened Douglass Road to support continued access to Angel Stadium of Anaheim while providing for efficient patron and bus access to the ARTIC site
